Finding out if another service is trying to use the same port

Hi,

We have a service running (Powerplay Enterprise Server) on port 8010 on our Windows 2003 Server.

On occasion this service stops responding:

-When connecting from the client application, the client app freezes, or says the service is unavailable
-When we try and stop the service on the server it won't stop and has to be end tasked. When we restart the service again it it all works fine.

Unfortunately I do not have admin access to the box but I wanted to see if anyone could tell me:

1. Is there a way to tell if some other service is trying to start on that port (i.e. event log?)
2. Is that likely to cause such nasty repercussions?
3. I've read about something called Wingate which has its logging on this port. Can anyone tell me if this is a 'standard' service on Windows Server 2003
4. If not Wingate, is anyone aware of any other 'standard' services on that port, i.e. Symantec Livestate Recovery (which is also on the box)

Its a bit of a long shot but I jsut wanted to run it by you fine folks.

Thanks,
