But it is likley that once you bring your PDC back on line this will go away.  If you do not plan on bringing the PDC back online you need to give the FSMO roles to a different server.

Make sure that you have both DNS and Global Cataog on other servers as well. If this is a single domain then you may as well have GC on each DC as there is no overhead. Go to Administrative Tools, Active Directory Sites and Services, Expand ,Sites, Default first site and Servers. Right click on the new server and select properties and tick the Global Catalog checkbox.

Have at least 2 DNS servers and make all machines use one as preferred DNS and one as alternate DNS

I was wondering about the GC.  We have seven physical locations; each with a DC.  So if I allow each DC to be a GC this will be OK?  What's the overhead?  Is there additionally replication time?    All the DCs are DNS servers.  So we have that covered.  How do I get all these DCs to stop trying to see the down DC?  It's going to take a while to bring that machine back up as it's hardware failure has been "elusive".

Yes you should have a GC at each site
