Apart from Power Users being able to change date/time by default, you do NOT want to do this. Domain authentication in an AD domain relies on the time on client and DC being within a 5 minute interval. If the time differs for more than that, users will not be able to logon.

On workstations and servers the right is already assigned to members of the following groups:
Administrators and Power Users

On domain controllers the right is already assigned to members of the following groups:
Administrators and Server Operators

You can use the following GP setting to assign the right to members of particular groups. Add the relevant users or groups whom you want to give the right under teh following policy.:

Computer configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment -> Change System Time


However remember this user right is defined in the Default Domain Controller Group Policy object (GPO) and in the local security policy of workstations and servers.

The how is listed above.  The question I have is why would you want the employee to change the time setting?  It should sync to the network server at login and be done.

It is normally required when you want to give the freedom to the users to choose their own timezone. However I am not sure why iscits is looking to enable this setting for his/her/their users.

Normally the time zone is set by the person setting up the computer for the first time.  After that, the changing of the system's time or time zone would be consider bad since they could then manipulate the time stamp(s) on their work.  My advice would be to limit this ability as much as possible to get their work completed.

I do agree with you regarding the security concerns while giving access to users to modify tme and date. However I cant comment what is the need in for such a setup in iscits's environment.
