Network Folders Generate Flat Files

We are running Windows XP SP2 on all workstations. The servers are Windows 2003.

There is a network folder for each user named by their name. The inherited permissions on each folder is for Domain Users to have Write access so that they are able to edit and save other users files but not delete or move them. The owner user of the folder has full permissions.

However, when another user who is not the owner modifies and saves a file, it also generates an 8 hex character flat file. Only the folder owner can delete them because the other users do not have modify permission.
