These are not pirated, as you will have to provide your own serial number. You'll have to find some sort of service that offers old ISO's if you cannot use torrents.

Microsoft has never made ISOs of non-"free" software available publicly. (Trial versions excluded) If you are a subscriber to Microsoft Technet, MSDN, or possibly a volume license agreement, you may be able to obtain an ISO from them. Otherwise, I suggest Ebay or contact Microsoft - they may be willing to sell the disks to you.
(To be clear - obtaining NT from a non-Microsoft sanctioned dowload site is essentially STEALING the media).
ISOs of Windows 95, 98, Me, NT4 and 2000 are no longer available as a result of the Java lawsuit with Sun. Microsoft are not allowed to supply these.
If you can get hold of the CD or an ISO then you're allowed to install it, which probably means (though you would need to consult a lawyer in your jurisdiction to be sure) that you can copy the CD if you can lay your hands on one.
