User groups do not sppear to propogate to client PC

I am running 2K server and basically have just removed AD and reinstalled it with the domain 'aeropars.local'

A freshly formatted PC has been joined to the domain and the user in AD has been added to the Administrators group. When the user logs into the PC that user has no administrative privelages at all. Its as if they are just a standard user!

There are no GPO's in place on this server so they should not be an issue. Adding the user as an administrator on the local PC is not an option.
