With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Setting Up Default Profile and adding users with ease

First of all, I am very sorry because I know these qusetions have to be answered somewhere, it's just that I am crazy busy at this school working right now and it would be awesome if someone could simply point me in the right direction.

I am "re-doing" a small network that had way to many problems to troubleshoot. It consists of fourteen XP Pro clients and one Server 2003 server.

There are about 300 users who need to be added to the active directory, which will all be roaming profiles. Last year, I added them all manually. First the username, with the password and the profile path. Then I would go and creat the profile and setup the proper permissions for that folder. So....

MY FIRST QUESTION IS, is there an easy way (a batch file or program) to add a user, and automatically creat the roaming profile folder with permissions for that user and that user only?

Also, when a user first logs onto a computer, the "default profile" is what they start out with.... correct? (I am not sure on this)

SECOND QUESTION, how do I change/modify this default profile so whenever a user logs onto any of the fourteen computers, they will have the settings/look that I have created?
