How can I limit the internet bandwidth of users

I want to monitor the in/out traffic of users in my office's LAN, then control that bandwidth of each user.
Can you show me tools that be able to perform above functions.
My LAN sharing internet through ADSL modem/router, and users can go to internet directly.
