Policy for Military Time

I would like to know if there is any way to set up a group policy so that everytime the user logs on, the time on the machine is set to military time.  I have XP Pro workstations and a 2000 DC.  If I set the time on the individual machine I have to be an admin to do it and that is fine, but when I log off and log on as the user it goes back to regular time.

Sorry, forgot to mention one thing:
This policy will set the date format to dd.mm.yyyy as well. Since I'm not using an English version, you might want to check the "sLongDate" and "sShortDate" settings against the ones found in your registry when it's in "normal" setting; I'm not sure if I got this correctly.
