Windows 2003 Server and unable to access or add users

I have a network setup in my classroom using Windows 2003 Server as my domain controller. It has worked flawlessly for 2 years. However, when I attempt to add a user it comes back with the following error:

"The directory Service has exhausted the pool of relative identifiers"

I am not allowed to create or copy an account. What causes this and how can I fix it?

This happens when there is no Global Catalog server available.. I'm guessing that you have had multiple domain controllers but never added global catalog server using AD Sites and Services .. if you take down the global catalog servers and don't have another one eventually you run out and the system dies.. trying to find out if you can just go into AD sites and services and find your server add it and then reboot to fix it.. maybe??  Will look but I'd start by trying that.. or if you have a way to connect  a previous GC that will fix it too....
