this is how to set the priority of a proccess while running but what i am asking about is how to set the priority permenantly, that is i have the "Rtvscan.exe" i want to make it always low ?

You can do that with the "start" command:
start "Title" /<priority> "C:\Program Files\Acme\Acme.exe"
<priority> can be low, normal, high, realtime, abovenormal, belownormal
