server service stalls on boot up - Vista Home Premium

When I boot up and am connected to the LAN it takes around 15 minutes to connect to the internet. I have found that the C:\Windows\system32\svchost.exe -k netsvcs is stalling. It's the server service that stalls. If I do not have internet connection then I cannot even open up basic programs such as Windows Media server or sometimes a simple pdf document...

I was instructed to post to the networking section to see if I can gain some further insights to this problem and more importantly resolve this issue which has plague me for a few months now.

Please respond to the above posting. I'll gladly up the points if someone could help resolve this issue. I believe this posting http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/Windows_Vista/Q_23387953.html is currently set at 500 points.
