Can I restrict internet access with users that have roaming profiles?

I have to disable Windows XP Pro internet access for some users with Roaming Profiles on computers that are in a Server 2003 Small Busuines Server Domain.
I would rather not use Content Advisor as it asks for a password.  It would be better if the user just got the "Page Not availabe" screen.
