I have tried all of the hotfixes and solutions posted on MS sites with no success. So far the only thing that seems to work is blowing the workstation away and reinstalling the OS, which is getting inconvenient to say the least. Any suggestions on this one?

I sometimes have the same problem.
Two problems usually appear:
1) Time of a workstation does not match the domain server time
2) Something is wrong with SP3. Uninstalling it (going back to SP2) fixes the problem
