Check out a tool called ActiveXMS PDU Toolkit at www.businesms.com - it's a proprietary tool but it's fairly inexpensive and does everything you need.

Have a look at www.xinspect.com - it can decode a sms pdu (amongst others).

you can find VB functions for decoding and encoding PDU blocks here:

The site is in chinese, but the functions can be copied. I tried them, works fine :-) Unfortunately, I found them after I wrote my own, so maybe you can save the time I spent already ,-))

P.S.: There's a nice tool called PDUSpy out there on the net that encodes and decodes PDU messages. A google search should point you to it.

At http://www.dreamfabric.com /sms/ there is a description of the PDU format. When you extract the data you'll need to convert the packed 7-bit characters into 8-bit ISO ones (at the least since it can also contain Greek characetrs). The tables and packing can be found at www.etsi.org in the document GSM 03.08 Alphabets and Laguage specific Information".
