How to setup SMS Server Which can send Ringing Tones ?

We are planning to set up a Server  where users can dial in and request a ringing tone, User will be billed for the service, What hardware / software is needed to setup such a server ?

A gsm modem with sim card connected to a PC and an interfacing software to receive incoming sms and to send ringtone in various formats. And a database of ringtones and a licence to distribute ringtones.

Actually if this service is going to be advertised in such a way that literally hundreds of customers are going to use it hourly then a GSM modem/phone won't take the load.

Sites advertised in teenage magazines use a connection to a telco service provider. They'll provide a TCP/IP connection over the internet to send the requests to which you basically reply with the tones, logos and whatever else (like weather forecast). They'll also do the billing for you.  (You often see 35cent + cost of SMS)

With a GSM modem you *might* be able to handle up to 900 out going messages an hour. Often substantially less. And half of that if you accept incomming on the same modem.

You should be looking at either free software like kannel.org or some commercial product. Often this needs approval from your service provider.

Ok, I get the concept of GSM Modem, Could you suggest some companies and what features to look in for - which can handle traffic optimally (in general ) .

And, what interfacing software(s) would be needed and what kind of PC Server I need, does it need to have any other specific Additional Hardware requirements or wireless Accesory requirements.

And, do I have to have 2 GSM Modems - One for Incoming and other for outgoing ?

Are there any other Costs attached other than GSM modem and PC Server .

I have developed a sms server application before, I used SMSSDK from www.derdack.com
The SDK has 30 day trial, and there are 2 components to the SDK, one is for GSM/PCS, one is for Modem/ISDN.  
Most GSM Modems takes the same amount of time to send one sms message.
With GSM/PCS, all you need is a GSM Modem or a cell phone, but it takes 6 seconds to send 1 message.
With Modem/ISDN, you need to have a connection with the phone company, but the speed is way faster.
You only need 1 modem for both incoming and outgoing.
The cost would be the cost to send sms messages using on your cell network if using GSM.  For Modem, I think the phone company charge by the time you connect to their network.

Do I need to have leased line , what are other requirements for GSM Modem , and will that GSM modem require proprietory software to run it ( I am not referring to drivers ) I mean will it be tied to specific Software that came with it or do I have option of using the software I choose . '

Secondly, Is GSM Modem tied to specific OS/Platform.  

And , What about using Nokia Messaging Gateway ?

It does not require a high end computer to run it, I've ran it on many different configuration before, anything above P3 600 would be fine.  For OS, since the program I developed use unicode, it needs WinNT, otherwise, you can run it on Win9X.
For GSM Modem, I've tried using Ericsson R320, T39, T600 cellphones and Nokia 30 Connectivity, Nokia Card Phone 2.0 and Nokia D211.  Basically GSM modem that supports the AT+C commands.

No, its an open standard maintained by etsi.org in France.

Again, what's the volume?

You could also use something like kannel.org. They have open source software that also handles large volume messaging.

In fact if I were to set up a ring-tone site in India I wouldn't have a phone. Just a web site serving up HTML and WAP for selling the software/ring tones and an internet connection to the Telco who'll send out my tones and bill my customers for me.
