Actually if this service is going to be advertised in such a way that literally hundreds of customers are going to use it hourly then a GSM modem/phone won't take the load.
Sites advertised in teenage magazines use a connection to a telco service provider. They'll provide a TCP/IP connection over the internet to send the requests to which you basically reply with the tones, logos and whatever else (like weather forecast). They'll also do the billing for you. (You often see 35cent + cost of SMS)
With a GSM modem you *might* be able to handle up to 900 out going messages an hour. Often substantially less. And half of that if you accept incomming on the same modem.
You should be looking at either free software like kannel.org or some commercial product. Often this needs approval from your service provider.
