The only way I can think of that this could work is almost certainly impractical. That would be to have the network operators (all of them) allow you to check whether a given number is currently under their control. I can't believe for a second that they will allow this. They know the numbers in their network, but they are very unlikely to let any external agency see them.

This can't be done, specifically for the reason you've mentioned in your last sentence. If a number can be valid across several networks, then there is, by definition, no way to determine what network that number is on.
