You can't access this kind of information using standard J2ME (MIDP-1.0 or MIDP-2.0). It is possible that there are some proprietary APIs provided by some manufacturers that allow access to this information, but I'm not aware of any.

Your choice of J2ME or MS is going to be largely dependent on what you want to do. My personal experience is with J2ME, so I don't know too much about MS smartphones. Perhaps one important thing to note is the difference in market share. Most (if not all) new mobile phones from the main manufacturers are Java enabled. I can only think of 2 smartphones (although, as I said, I don't have any particular interest in them, so I haven't really been looking ;-))
It's also difficult to compare J2ME with the MS development kit. J2ME doesn't include an IDE or development tools like that. If you want to develop with J2ME, I'd recommend Eclipse with the Ant plug-in and the Antenna extensions:
