You can check out the Nokia Developers Suit but it doesn't come with a code editor.
I agree with bglodde, Netbeans is arguably the best there is when it comes to an IDE with J2ME development features.
Although Netbeans can be a bit sluggish to load, I personally think that its functionality is worth the wait.
