It does work in Normal Mode

You mean to say that wireless doesn't work in safe mode?

Is there any particular service that i need to start ?

That's what I mean. The primary service is Wireless Zero Configuration. Check the dependencies in normal mode, these will have to be running also (first). Might be possible.
