I figure the issue out. The devices the APs are connected to are nortel switches, in order to get the APs static address to register we had to set the port as untagged. Once communication became established to the AP, we had to set the port back to tagged. This allowed clients to properly aquire an IP Address via DHCP.
I'm not sure WHY the nortel switches had to be flipped for a split second to work. But at least its resolved.

Question : where do you set the ip helpder address ? it should be at the Layer3 routing between the vlan point (switch or router).
