There should be code in its zip file along with the executable and any special support DLLs it needs to run.
ANSI C++ code is much easier to come by, and shouldn't be too hard to convert to VS C++, if you search SourceForge for ''wireless signal strength'' while you're there for the WiFi Card Manager util... POSIX projects are much-more common than windows-specific projects.
