Does your thinkpad even have a bluetooth module included? Does the mouse come with a bluetooth dongle? What is the model number of the laptop? Did you install all the lenovo drivers, starting with the chipset drivers?

Check the Bluetooth Support services and the drivers.

a)     Click Start -> type services.msc on search box, Services window will open then in the list check for Bluetooth Support Service and double click on that. Ensure that the service is both set to automatic forstartup type and  started for status.

b)     ClickStart -> type device manager on search box,Device manager window will open check for Bluetooth device expand it and double click on driver. Go todriver tab and click on update driver to update the drivers. If still issue is same try to uninstall and reinstall the drivers in the same tab by uninstall option.

and also install chipset drivers.

yes my thinkpad has Bluetooth module.
Mouse does not have dongle.
T430s Model
I install all the Lenovo drivers with the help of System update utility
Does your device manager show any exclamation marks? Is bluetooth turned on (most laptops have switches and / or keyboard combinations to toggle wireless lan and bluetooth on and off. For example on my Asus netbook it is Fn+F2. You may need to press those keys several times (first time may toggle wireless on, next time it may toggle wireless off, next may toggle bluetooth on and so on).

That's supposed to be for Win7 32 and 64 bit.

If that doesn't fix the problem, it might help to know the brand and model of the mouse itself.
now issue with Bluetooth Peripheral device error, could not pick the drivers automatic. is there any way to pick the drivers
Without knowing what device you're trying to install, and the driver package you're using?
Probably not.
I am using Lenovo T430s Laptop as well as Lenovo ThinkPad Bluetooth Mouse without dongle.
What about the Questions I asked about device manager, and the switches to toggle it on and off?
Bluetooth is on, yes Bluetooth drivers shows exclamation  mark (on Bluetooth Peripheral Device)
We're getting closer... I see at least 4 different models of "Lenovo ThinkPad Bluetooth Mouse" - which model do you have?

And which driver package are you using?
I am having Thinkpad Bluetooth Model : MOBTC9LA
Is it only the Bluetooth device that has the exclamation mark, or are there others?

Did you re-install the chipset drivers as has been suggested earlier (don't use the system update utility you mentioned, but rather download the drivers manually and install them manually)? Did you then install the Bluetooth driver manually (again don't use the utility you mentioned)?
Have you tried [re]installing the Lenovo Mouse Suite?
If, upon running that, it gives you the option of removing or repairing (indicating it's already installed), then choose Repair.
