I don't believe the IEEE 802.11 standard is ''banned'' anywhere, but I did find a list of countries in which internet access is non-existent or severely limited/censored.

5. Syria
6. Vietnam
7. Uzbekistan
8. Nepal
9. Saudi Arabia
10. Iran
11. China
12. Myanmar/Burma
13. Cuba
14. Turkmenistan
15. North Korea
But that list is a couple years old, and a quick search of http://www.rsf.org did not find anything more current.
