I don't believe the IEEE 802.11 standard is ''banned'' anywhere, but I did find a list of countries in which internet access is non-existent or severely limited/censored.
1. Maldives
2. Tunisia
3. Belarus
4. Libya
5. Syria
6. Vietnam
7. Uzbekistan
8. Nepal
9. Saudi Arabia
10. Iran
11. China
12. Myanmar/Burma
13. Cuba
14. Turkmenistan
15. North Korea
But that list is a couple years old, and a quick search of http://www.rsf.org did not find anything more current.
There are no nations in which 802.11 is banned, however, regulation is definitely a consideration in some as well as standards. Most of the nations Darr above lists also strictly regulate 802.11, not only use but associated technologies. On the standards side, you will find that some nations, such as Japan, permit or ban particular channel groups or ranges.
Having said that, note that this is in reference to 802.11. When speaking about other areas of wireless there are nations that have banned other technologies. N. Korea for example is very restrictive about the types of cell technologies that can be utilized within its borders.

I don't believe it's banned anywhere. Wireless is a part of our world now, be it cell phones or laptops. The only thing that could be an issue is if encryption is used. For an overview of cryptography laws in various countries, please see http://rechten.uvt.nl/koop
