Bluetooth Serial connections are usually handled by the driver software you have running on your PC. For example, my PC has an Anycom Bluetooth USB adapter. It maps serial Bluetooth connections to COM4:. So if I wanted to chat with my PC from my handheld. (I have done this by the way.) I would open either an App I wrote or HyperTerminal to Com4:.
Create the Serial Connection from the IPAQ to the PC. Open the IPAQ chat program and then type on both sides.
That should be all you have to do. If you want an application on the IPAQ or the PC for that matter that creates the connection programmatically you would need the SDK from WidComm. Both IPAQ and Anycom use the Widcomm stack.
