If you use a PC, PAN profile implementation in the bluetooth stack is enough. And the Windows 2000/XP Internet Connection Sharing (ICS) or other gateway software of course. i have a Sony Clie Nx73V Palm PDA. It has a build-in PAN profile implementation. It works directly with Widcomm stack on desktop which has a PAN profile implemented. I think other Palm powered devices like Tero are the same.
If it's a dedicate access point, you need to test its implementation.
The real problem is on the mobile phone. Bluetooth implementations are quite different on various phones.
Nokia refuse to support internet access via bluetooth access point. However, there are some hackings.
Try a program called gnubox.
