sending the data using GPRS

Hi!  

I am developing a software (using  C++Builder5) for system which consist of data center (fixed IP address) and sensors which will send telemetrical data. The idea is to send an SMS to activate a specified sensor and in response sensor should send desired data back to data center. Of course software consist of two parts: one for data center and the other for each sensor. Till now I managed to develope the part of software responsible for sending and recieving SMS messages. I tested that in a network consisting of 2 GPRS/GSM modems (Siemens MC35) conected to the PCs through the RS232C. It works OK. Right now I'm working on that part responsible for establishing GPRS  connection and sending the data using GPRS(modems will be the same, and the same test network) .
AT commands I'm using are:
AT+CGDCONT=1,"IP","erainternet"\r  (for win2K; network operator: ERA; country: Poland)
AT+CGQREQ=1,0,0,4\r
ATD*99***1#\r

The problem is how to send a data from sensor(GPRS modem; data file size: 60B) to a fixed IP (data center);
 means: do I need to create ftp client software?, and if yes what's is the easiest way to create it. Of course this also includes: negotiating the paremters in communication, adopting  the authentication procedure, etc.
