Since you write that your problem does not solve with power off, it sounds like your SIM card provider has a network problem.

Ask their support why you have problems with getting an attach.

Thanks.I'll ask their support.
But the SIM card is ok, after using new SIM card to dial into network.
Network provider found Q2403a can attach to network again, after they killed  the last active  seesion.
How to solve  the problem?
Help me !
Thanks.

So if I read your comment correct - you can overcome your problem with two scenarios:
A) Changing new/old sim card
B) Network provider can kill the last active PDP context (last active session), and you can re-attach PDP context

Have you checked if new firmware update exists for your Q2403a ?

Also check the trouble shooting section of your wavecom user guide, maybe its equal to this version:
http://www.rfsolutions.co.uk/acatalog/Downloads/AT_cmd-GPRS_User_Guide.pdf

Notice that after a PDP context attach and your modem has been idle for X minutes (maybe this is a setting somewhere in modem) the PDP context
moves to "idle state". And only when data is ready for transmission it will force PDP context back to active state. Now maybe something in this process goes wrong (wavecom modem problem or PC/driver problem).

If problem persists - try another GPRS modem (e.g a mobile phone with GPRS and modem access point cabability + bluetooth/IR connection to PC).

This definitely looks like something to do with the service provider since it occurs with specific SIMs or a combination of Q2403 and the service provider. To eliminate one of them, you can try with a different modem.

I've used Q2403A for few applications and never faced such issues.

Additionally, you can check the FAQ area / Support area on Wavecom web site to see if there is a known problem/solution.
