Is it possible to use this embedded system as web server?

Not really.... The reason being that GPRS providers usually provide Class B Private IP addresses (10.x.x.x) which cant be accessed outside the network. So even if you setup a Webserver on a GPRS module it will most likely not be accessible from outside the network.....
