Do i need any stactic IP address from my cellular service provider in order to connect
with office VPN over GPRS. I have external GPRS modem and its working fine without
VPN. how can i connect it over VPN connection OR DO i need to get any extra device
which will convert my dynamic IP ( provided by cellular company) into static IP.

It all depends on how your office VPN is setup
If it is designed for users to be able to connect from anywhere then you should not need a static IP address.
on most cellular networks the IP address your computer gets is an internal ip on the GPRS networks, something to try is to got to www.whatismyip.com and find out what it thinks your ip is, disconect and reconect and see if you get the same result.
Some Cellular providors do not allow you to use VPNs
