You will need the PPP and TCP/IP stack if you want to connect to internet through some device which doesnot have these implemented like a Microcontroller....

Yes definitely you can access internet.... I am using a Wavecom modem which has neither PPP or TCP/IP stack.... I use the dialup utility of Windows to connect to the GPRS network and browse using my PC....
