"GPRS can be used as the bearer of SMS. If SMS over GPRS is used, an SMS transmission speed of about 30 SMS messages per minute may be achieved. This is much faster than using the ordinary SMS over GSM, whose SMS transmission speed is about 6 to 10 SMS messages per minute"

"These modems will send/receive around 10 messages a minute."
( But both modems presented, TC65T and M1306B, support GPRS, why only 10 SMSs per minute ? )
So, does having a GPRS modem speed up sms transmission or not ?
Or is there extra time required to activate GPRS and therefore GPRS does not speed up SMS transmission if GPRS is activated on per SMS basis,
and wikipedia like numbers can only be achieved when using continually connected GPRS modem ?

No by just having a GPRS modem your SMS will not be speeded up. You will need to activate the SMS over GPRS facility and your provider needs to support SMS over GPRS...
SMS: is sent and received over the signaling channel.
MMS: is sent over GPRS
GPRS: (general packet radio service) was developed for use of data transfer over GSM network.
in your mobile phone (GPRS enabled ones) you have the option on sending the SMS, GSM or GPRS.
1-in case you selected GSM: then you are sending via signaling channel as normal.
2-in case you choose GPRS: (it is sent over signaling after all) following scenario:
- your message will be sent.
- it will be sent over signaling using your GPRS modem inside your phone. you can't change this for billing issues. the MSC detects that you are sending SMS because the destination is an IMSI (International Mobile Subscriber Identity) it will not allow your phone to open a GPRS session and your phone will go to the other option it has, which is GSM, automatically without asking you.
i mentioned billing problems, they should know how to bill you, they restrict this kind of action to send sms via gprs. the small size of SMS makes it cheaper if it would be possible to trick the operator and sent it via GPRS..

That's right. GPRS is packet switched network, GSM is circuit switched network. Therefore with GPRS bearer you can send sms much faster than gsm/sms bearer. In order to recieve or send sms over GPRS you need to have GPRS modem. However your operator should support SMS over GPRS.
