is it possible to get a general location of where a call came from

Is there a way to get a general location for where a call came from?  I know cell phone calls hit a tower, is there a way i'm able to find out without software installed on the phone what tower the call came from?

I don't want to use their telephone number to look it up because what if they are travelling?  Also due to number portability I can have a california number but use it in philadelphia.
