Get nearby GSM antena

Hello,
I'm trying to get all cellid of nearby antena (even from other providers", using the at+creg command.
Is there a way to do it??
What happens if I try to manually register my cell phone in a forgeing network, can I get the cellid of the antenna while trying to connect to this forgeing network.
forgein network - I mean not my provider
