... I was also wanting the Cell ID text data - which is the broadcast suburb position etc... as well as the timing advance figure to show range... perhaps I should get the specs from the chip manufacturers if this is not 'standard' GSM modem AT protocols.

GSM 07.07 specifies standard AT commands for several of the applications you mention. Where supported, the +CREG command will return the ME network registration status and if possible, a two byte location area code and a two byte cell ID. As for signal quality, the +CSQ command will return both a received signal strength indication (RSSI) and the channel bit error rate.
