I can see that this would work, but it is not a low-cost solution
(and maybe there is none). Probably the best one would be an
old phone. I would love to have a very small sized sms receiver
though....

roaming charges then use a VoIP number in my home country to
forward calls received on my home cell phone to my local one.
This works great except that since my home country SIM card is not in my phone
I cannot tell when I receive sms messages. What I am looking for
is a USB GSM modem that will take my home country SIM card and allow me to
read incoming sms as they are delivered. I only need read only
since I will send any reply sms using skype to avoid exorbitant
roaming surcharges. This would also be helpful for people in my
home country who would not have to pay extra to send an sms
to my temporary SIM overseas. I am using 64-bit Vista as my OS.
Does anyone know of any such USB device? Or is there another
solution I should be considering?

i thought that you are looking for a USB GSM modem...
for a low-cost solution receiving GSM SMS on PC, you may try 2G GSM phone from samsung (e.g. GT-S3500, M620) with with their PC studio, you can send/receive SMS/MMS on your PC, may be a 2nd hand phone fits your need?
P.S. Nokia's pc suite also can do this, but i forgot if their 2G phone are supported or not.
