Setting Up WPA for Small Business - Event ID 20168 in System Log - No credentials are available in the security package

I have a Cisco AP 1100 with Windows 2003 domain - Standard edition is my servers.  I don't have any enterprise 2003 servers.

I am trying to setup WPA based on this Microsoft Document:

I think I have most of it figured out and configured correctly, but I am getting this error.

Event ID 20168

Could not retrieve the Remote Access Server's certificate due to the  following error: No credentials are available in the security package

I am used a self signed certificate with a Standalone Root CD running on the IAS/RADIUS server running AD.

What am I missing?
