Need to restrict domain client to one wireless SSID.

The basic scenario is this.  We wish to constrain a wireless client to only connect to a single SSID.  So far, we know how to use group policy to prevent the client from automatically connecting to SSIDs that are not in the preferred list, but if the user chooses to manually connect to an alternative wireless network they are still able to do so with no restriction even as a non administrator.  We do not want the machine to be able to be placed on a non authorized wireless network either accidentally or deliberately.

Environment is as follows.  Clients are Win XP SP2, domain is Win 2003.  Wireless solution is Aruba networks certificate based WPA.
