Can not start Host Server as-svrmap after restoring system from a crash.

Our AS/400 running at V5R1 recently crashed due to a hard drive failure. Once we rebuilt and restored the system I can not restart the server mapper deamon (STRHOSTSVR *SVRMAP). If I view QSYSOPR messages, the job QZSOSMAPD submits then ends immediately with a code 0, stating it ended normally. I have looked at QHST but can not find any messages stating why it is not starting.
One thing I did notice is that library QIWS was missing after the restore so we copied it from one of our other systems on to this system (I presume that was ok to do) and not sure why it was not restored or backed up using system backups before anyone asks.
I basically need to get port 449 (as-svrmap) up and running in order to using Hummingbird File transfer. I can FTP from my PC using standard FTP but that does not use port 449.
