as400 overlay

i have followed several steps on varies webpages about overlays on the as400. However the overlay is not printing out. i have no idea what i am missing.

I have a spool file and when i look at the properties of that spoolfile the overlay is tied to the overlay file i created. can you not apply an overlay once a program has outputted a spoolfile(print file)

What could i be doing wrong?
I also want to note that if i open the .prn file using the afp workbench viewer i see the overlay fine.
