How to prevent Mac users from installing software?

We have a small number of Mac users who continue to change settings, install software - basically doing things we do not allow any of our Windows users to do. I have been told that unlike Windows, you can not lock down local Mac accounts. Not sure if this is true. I need to know what my options are - can we create local non-admin accounts on a Mac (currently using 10.4) and if we can, is there any loss of functionality when it comes to using various applications?
