Imac gives error message "Keychain "login" cannot be found to store "registrationV!""

I have an all in one mac that was working well until something happened where the user could not get into their mail.   Now they get the above message.  How can I recover the keychain with all their passwords?   They cannot get into their e-mail (3 different Imaps).  I am considering making a copy of the files and wiping disk and re-installing everything.   What is the best course of action?  Using OS X Mavericks

suggests:

 
1. System Prefs > iCloud > Keychain. Make sure Keychain is UNCHECKED (no iCloud Keychain).
2. Applications > Utilities > Keychain Access > Preferences. Click "Reset My Default Keychain" to be sure login keychain is wiped/reset.
3. Switch to Finder > Go menu > Go to Folder... Enter "~/Library/Keychains" in the field. (NOTE: ~/Library is not /Library/Keychains - totally different folders. Be sure to include the tilde character).
4. Find the folder with the bunch of numbers in its name. Often the only folder there. Move it the Trash.
5. Restart you Mac.
6. Create a new keychain when/if prompted. Make sure the password matches your account login.

There are multiple keychains in Library/Keychains.   the one with the bunch of numbers says it cannot be deleted because it is being used.   now what can I do?   Should I re-install OS?
Create a new administrative user. Restart and log in as the new user. Then try to delete the keychain.
I created new account and was able to delete the keychain.   Now do I follow the above directions from the new account?
No. Go back to the old account.
But the keychain is still there under the old account
I assume you are going to continue using the old account. I suggested you create the new account solely to be able to erase the old keychain.
Yes I am going to use the old account.   The keychain I deleted in the new account is the same name keychain as the old account, but after I delete the keychain in the new account, I go to the old account and it is still there and I get the same error messages.  I keep being asked to log into my mail, but the mail is offline.  I am thinking that the issue is the keychain

I get error message  "UNIX(Invalid Argument)
Try repairing your keychain.  It typically asks for the original keychain password but it should, typically, be your login password.  To repair your keychain follow the steps below:

1. Go to Keychain Access in the upper-left
2. Select "Keychain First Aid"
3. Enter your username and password and select "Repair" then click "Start"
4. After your keychain as been repaired, go to "Preferences"
5.Select "Reset my Default Keychain"

I don't seem to have the right password under Keychain first aid.
I am re-installing the software.   Thanks for the suggestions.
