User Accounts and Script Errors: is there a Solution, yet?

OS :Dell Optiplex GX 260 (32 bit), XP Home SP 2, LAN (Ethernet), ADSL2+ and a Netcomm NB 5 modem. My web browsers are - IE 7 with Google.com.au as a default.

I want to delete an old User Account, with a view to just preserving the Administrator Account. Guest Account is disabled.

However, when I start in Safe Mode (any of the ones available), User Accounts opens itself covered in a Grey, Internet Explorer, Script Error rectangle. It is empty of anything pointing to an error. The side headers of Line, Character, Error, Code, ... in  there, again, repeating myself, are also all empty. It is completely inaccessible – and hard to close (I use 'Alt F4' on the Name box, below the Status bar). Clicking x on either does not close either of  them. Help and Support, Tools, Error Logs do nothing to explain, even generally why it happens. This is true for Internet Options also, but *not other Icons or features there.

Administrator does not work in Normal Start-up to delete other Accounts (Microsoft, Help, says that is as a security measure.).

In Internet Options Advanced, I have disabled, both Script debugging boxes (IE & Other): and that is done for both Safe Mode and Normal Start-up (plus a computer re-start too). The box which says -Show every script error, is un-checked, rightly also.

Even to the extent I can access the Administrator Account in Normal Start-Up it does not help. I  know how to enable an anonymous log-in too, but it needs to be an Administrator Account that deletes any other Account. If I were to delete the Administrator Account, my old named Account becomes the Computer Administrator Account, again. However, it was never recognised as such in Recovery Mode ! In fact, it says that under my name there, I am the Computer Administrator, so there are two Accounts that bare that appellation. I have only recently re-installed the Recovery facility back into Safe Mode, which requires an Administrator password (though no password works as well now too). It set-up the Administrator Account, while my now old one was never sufficient and or recognised. I am unsure why Recovery Mode was deleted, but possibly during a re-install, a password was missed, last year, etc.

It is a question of logic, and MS limitations, including the use of MS_DOS Commands in CMD too! I know how to use - sfc.exe; chkdsk /f ...  also nusrmgr.cpl opens user Accounts successfully in Normal Start-up, but not in Safe Mode without script error too!  In My Computer, I can switch between Classic and Category views with no difference. In My Computer, Category View, Microsoft, have included Windows CardSpace in User Accounts, also, now, too but not Classic.

I have read other answers online here, but many have a specific error message. The system files are not damaged. I checked the HDD, the installation disc, the HTML application host, and the control panel "applet". Java is current. As are Windows Updates. I want to say with IE7 for now but I may move to Mozilla / Firefox next re-install and or upgrade.I note : 'How to Troubleshoot Script Errors in Internet Explorer' -

I do an occasional full computer scan with Kapsersky I S 6; XP Repair Pro 2007, Microsoft Live OneCare Safety Scanner, the Dell PC Checker. I can also access -Systweak - Advanced System Optimizer. All are current versions.

*Have I missed something obvious?
Has Microsoft taken up the issue? Or anyone?
