.htaccess 301 redirect to a parked domain

I have a cpanel based hosted site that has a primary domain name and then another domain name parked on it.

I want to do a permanent redirect from the primary domain name (a.com) to the parked domain name (b.com)

Can someone show me how this should be written? It should be able to handle www and non www.
