The Linux equivalent would be 'mke2fs [options] /dev/...' where '...' is the partition you wish to create a file system on(e.g., hda2, sdb1, etc).
The options most commonly used are '-j' for an ext3 file system and '-L volume label'. See 'man mke2fs' for details.
