From terminal (via ssh) I have sudo power. I need to know what parameters to issue with useradd so that
user gets created
user gets non default home dir of /var/www/username
user has ftp account (I know this is default)
user has total permissions to transfer, delete, create files in that directory
useradd jsmith (then what?)

The only other addition is the possibility of -g <default group> and -G <group memberships> Depending on how you have/want the /var/www/html dir configured.
Another method for configuration is to use the pubic_html directory on the machine. This will allow them to have a home dir, and then an html dir.
You may want to prevent shell level access, for that add -s /sbin/nologin
Take a look at /etc/xinetd.conf. FInd out what user and group the ftp daemon is running as.
You will likely want to do a chmod -R 770 on the directory. and a chown -R username.FTPGROUP directory. Essentailly, you need to grant both the FTP process and the user access to the directory.
using username and ftpgroup, will protect the directoies from other users, and stillg rant access to the ftp daemon.
The other thing you'll want to check are the permissions in the /etc/xinetd.conf file. You can actually grant and revoke additional permissions here. This file's permissions are applied first, then the actual filesystem permissions will take effect. You'll want the user's home directory to be locked down so non FTP users can't mess with it.

this should do the trick , the user has full rights to do everything within his own homedirectory
useradd -d /var/www/jsmith -m -p password jsmith
type this to see all possible options for useradd:
man useradd
