Are the files you want to share on the Linux server or on the Windows Server?
If the files reside on the Linux server, use Samba as EE Expert 'liddler' shows above.
---
If the files reside on the Windows server, then you are going to need to have IIS installed on the Windows 2003 Server and then setup WebDAV. You will need to have a client installed on the Linux side (i.e. Gnome Nautilus) so that the linux server can contact the WebDAV instance on the Windows server and upload/download files.
Note: WebDAV is not available for use with Guest accounts.
