If I install the "server" package selection, and do a "rpm -qa" | wc -l, it shows about 550 packages.
If I do the same with "Server - GUI" I get about 850 packages.
If I ssh -X from a workstation that has full x capablities, I do not get X from the server on the workstation. It gives me junk about setting my display varable.
If I do the same thing after I install "Server - GUI" I get X forwarded back from the workstation. If I so a system-config-service, I get the little X window from my server.
What packages do I have to add to "Server" to get X to forward to my workstation.

You do have the exact list (The difference between the rpm -qa of both installs...;)
je/xauth.h tml
But basically you need some X libraries, and the gui enabled parts of server admin tasks.
Install GUI enabled part makes no sense at all when the libraries are missing.
So the current tools wont attempt that, the few that are installed as a common package cannot connect to the display as parts of the application startup.
Part of getting access through -X means needing to manage X-Cookies between the endpoints, which is also needed .
Did you try ssh -Y (Insecure access to remote system, in that case you need to setup the xauth stuff).
Here is a tutorial for xauth...
