LILO is a Linux software but it NEVER writes any data to a Windows partition.
Certainly, these files have nothing to do with LILO for linux
Most likely, they are just swap files, as jared said and they aren't a security risk
Since these files are in "Temp" dir, you can safely delete them.

If you don't have Linux on that machine, then it's probably just some temp file that some program dumped in that and neglected to clean up. The fact that the number is incrementing makes me think that might be the case.
You could try to do an online virus and malware scan like the one available at housecall.trendmicro.com
