Or is you do not have the RHN account or the media you might try instead installing a Fedora rpm which you can download for free.
You can see this thread which explains about installing a F9 or F10 gcc rpm on RHEL5.3

Though you would have to find the appropriate version for your RH4. (Maybe Fedora 6 or so?)
But you'll see that user ran into dependency problems. The properly supported way is to install the rpms from the RH4 cd media or to download them from RedHat Network.
